The short answer: yes, if it’s installed right
Homeowners weighing a standby generator in Houston almost always circle back to the same worry: when the hurricane actually hits, will the thing keep running, or will it flood, blow over, or run out of fuel right when I need it? The honest answer is that a properly installed standby generator is built to do exactly this. It’s designed to run for days, through wind and rain, unattended. But that answer hinges hard on those two words, properly installed. A generator set on the ground in a flood zone, or clear of permits and clearances, is a different and much weaker proposition than one installed to code by someone who knows Harris County. This guide is about the difference.

What “properly installed” means on the Gulf Coast
Standby units are rated to operate in rain and high wind, that’s the entire premise of outdoor backup power. The failures you hear about are almost never the generator giving up in the weather; they’re installation shortcuts that the weather then exposes. In Houston, a few things have to be right:
- It has to be permitted. A code install pulls the electrical and gas/mechanical permits and passes inspection, which is your assurance the wiring, the transfer switch, and the fuel line were done to standard rather than improvised. See our permitting by county guide.
- It has to sit on a proper pad. A standby generator is anchored to a concrete pad or engineered stand so 100-mph winds can’t shift or topple it. This isn’t optional in wind country.
- In a flood zone, it has to be elevated above the base flood elevation. This is the Houston detail, and it’s the one out-of-area crews get wrong. After Harvey, Harris County tightened floodplain rules, and across much of the metro the unit must be raised on a taller pad or steel stand so a few feet of street flooding can’t drown the very system you bought for the storm. Your installer sets that height to your address’s flood data.
- Clearances have to be respected. Manufacturer and NFPA clearances keep the unit a safe distance from windows, doors, and openings, and away from anything that blocks airflow or exhaust, both a safety and a reliability issue during a long run.

Fuel: the part you plan before the storm, not during
A generator that’s installed perfectly still needs fuel, and how you plan that depends on your source. On natural gas, you’re in good shape for most of the metro: CenterPoint Energy distributes gas through buried pipe that tends to keep flowing even when overhead power lines come down, so a properly fed unit can run for days with nothing for you to do. That underground supply is one of natural gas’s quiet strengths in a hurricane.
On propane, the fuel is finite and the planning is on you. The discipline that pays off every time: fill the tank before hurricane season, and top it off again whenever a system enters the Gulf. After landfall, delivery trucks face the same blocked roads and shortages as everyone else, so a low tank may not get refilled for days. Why standby beats a portable when it counts
Storms are exactly where the gap between a standby unit and a portable becomes stark. Consider a hurricane scenario:
- A portable runs on gasoline you have to store and refill, and gas stations are down or empty after a major storm, so you’re rationing fuel cans in the heat. A standby draws from a permanent supply.
- A portable has to be hauled out, started by hand, and run outdoors well away from the house to avoid carbon-monoxide risk, miserable and dangerous in driving rain. A standby is already installed and starts itself.
- A portable won’t power your central AC, which is the whole point of backup power in a Houston summer. A whole-home standby can.
- A portable does nothing while you’re evacuated. A standby protects the house, fridge, sump, security, whether you’re home or not.

None of this is theoretical here. The metro’s recent history is a catalog of exactly the multi-day outages standby power is built for:
- Hurricane Beryl (July 2024) knocked out power to roughly 2.7 million CenterPoint customers, with a week-plus of restoration in brutal July heat, the largest outage in the utility’s history.
- Winter Storm Uri (February 2021) collapsed the ERCOT grid in a freeze; by one University of Houston study, more than 90 percent of Harris County residents lost power, many for days.
- Hurricane Harvey (2017) brought catastrophic flooding, the reason flood elevation is now the make-or-break detail on every Houston install.
- Hurricane Ike (2008) left large swaths of the region dark for a week or more after its landfall.
